Appeal Photo Flags
I'd like to suggest the ability for Top Contributors to appeal photos that have been flagged, voted on, and finalized. If that's too small of a group, at the very least, allow Trusted Contributors the ability as well. Understandably, there are many Normal Contributors that don't quite understand the rules and are voting based on what they think is acceptable rather than what's written. I'm sure most of it comes down to simply not understanding how the site works and not reading the rules before voting.
Example: Case #7888

Here's the entire rule on the upload photo page that I apparently don't understand:
"One person per photo; no additional people in the background."
So please tell me what I'm missing or where I should read these extra rules only you have access to.
I want clarification on that as well how I see it if it's in the background it should be fine if it's in the foreground and with the subject of the image then no
Going by the rule(with the notable exception of twins or triplets) then yes it followed the rule however the subject of the image is clearly visible and at the focus point of the image
Oh also, why don't you go double check your example for what the Site Admin had to say on the matter. I'll put it right here for you:
"No, we don't want people in the background at all. JSAML123 is right. This should be removed. We've done that."
In the past, I've had photos be declined for multiple people when it's just a quarter of someone's foot poking into frame. Some were declined when the people were easily 2 to 3 times the distance away compared to the example and I didn't even realize they were there.
I'm only following the rules according to how photos get approved. You accuse others of "not understanding how the site works", but I could throw that right back at you. However at the end of the day, I do agree that there should be a way to appeal flags that may have been decided too quickly.
See Case #7888 for the clarification.
