I'd like to suggest that flagged content/comments that makes it to the contribution/voting forum and is kept Is blocked from being flagged a second time, permanently or at least for an extended period of time. I'm pretty sure I've seen several comments that have been deemed acceptable flagged and resubmitted, and I feel that if we decided to keep it, it should be set in stone.

The same person cannot report a second time. But another person can do so.

This doesn't seem to be a big problem though. At least not that I've seen.

Edit: This comment has actually been reported three times and rejected the first two times, Case #7902. So it happens for sure.
