The new system is better. I believe I've only ever used this site on mobile, and with the old system, it was really easy to accidentally hit the stars when you were scrolling. Scrolling. The new system prevents that from happening, so it's an improvement.
I honestly don't understand why some people prefer this 3-click system. The first click opens the rating panel, the second selects the rating, and the third confirms it. Why would I want to click three times when the old system was faster and more practical? Before, you just clicked the rating you wanted, and your vote was submitted immediately. That said, since people have different opinions about this, the most democratic solution would be to add an option in the settings that lets users choose which style they prefer, just as natemk2 explained above.
