Change "Optional" Editor Notes to "Required'

As the title says, I'd like to put forth a request to have the optional information field on edits change to a required field, including the requirement to provide links that reflect all changes. This is how most other databases operate, including Wikipedia, IMDb, Discogs, etc., and I feel like it cuts down on malicious or false and unsourced data. An option to revert edits would also be nice if possible, as it would also provide the site admins information on who is improperly editing, so they could potentially restrict bad faith and/or unsourced editing users from editing.
