Contribute: Photo proposal

In my opinion, the 'Replace a photo with a new upload' and 'Suggest a new main profile photo' options in the Contribute section shouldn't be restricted to users with a High Contributor level.
For example, in the case of 'Replace a photo with a new upload', a lower-ranked user could simply request the deletion of a photo they don't like and then upload another one, without other users being able to compare whether the new photo is actually better or not—unlike how the replace feature works.
