Dual nationalities
There are many girls who were born in a different country than the country where they grew up or who they represent for example in sports. Wouldn't it be more practical to make nationality the determinative factor in deciding where a girl is from, instead of her place of birth? And for example, if a girl has both French and Spanish nationalities, she would also show up in both French and Spanish lists.

Here is a good example of why I don't think it's a good idea. Take Ana de Armas, the Cuban-born actress. Ana de Armas holds triple citizenship as Cuban, Spanish, and American. Born in Havana, Cuba, she obtained Spanish citizenship through her maternal grandparents. She later became a U.S. citizen after moving to the United States to pursue her acting career in Hollywood.
If we follow your suggestion, she would top the American, Spanish, and Cuban lists. That doesn't feel right.
Another example: Karolina Debczynska, a Polish model who holds Russian and American passports in addition to her Polish one. It doesn't feel right to list here in all three lists.
