To be fair, plenty of girls don't report the correct brasize.
Most of the time not out of malice, usually they just genuinely don't know better.
The bigger they get the more difficult it becomes to measure properly and the rarer it is for them to have a bra that actually fits.
It is absolutely possible that she reports herself to be 2 cup sizes too small, because she just got used to overflowing her bra.
With that being said, I agree that her self reporting is probably still going to be more reliable than whatever we try to eyeball.
