Think about it. How many countries in Europe are cool about going topless, at least in certain areas? Seems like most, right? (I am sure that isn't completely true, but let me make the point!) In the US, showing your breasts is considered soft-core porn. At that point, you might as well go below the belt and make some money. In some of these other countries, showing your breasts is OK, but going below the belt is now soft-core porn. I think Fabiana was living and working in Italy at this time. Also, there are personal decisions, but I think social considerations were important for her television career.
Mussolini's granddaughter had done porn, and she ran for office when I was in Italy, in 1992! Obviously, she didn't win, but that is batshit crazy from an Anglo-American viewpoint in 1992. Back then, there were still a lot of men who saw their buddies killed or were wounded themselves, going up The Deadly Boot. I don't remember her party affiliation, but I cannot think of someone more "unelectable." From what I could tell from the posters on the walls, Italy had at least 10 major political parties at the time, so maybe it didn't seem that insane to them.

Yes, the different cultures may explain some things. If Eastern Europe considers showing breasts just "porn," then it may explain why 99% of the Photodromm models come from Eastern Europe. Have you seen how many galleries/shoots some of the women have? A lot of the popular girls have over 30 galleries! It must seem like everyone is "locked into" doing the same thing over and over to make enough money to escape.
Southern Europe seems to be OK with shooting topless. Like, you can be on TV, and it only enhances your reputation, one way or another. Never shoot below the belt though!!!! Not sure where this mentality originated, but even the UK had Page 3 Girls! Definitely a distinction between above the belt and below the belt in Western Europe, perhaps even to this day.

I once had an idea it was to do with what you could see on the beach in the south of France, before they went prudish a few years ago, basically, boobs, and bum cheeks, but not the puss or arse hole. That begs the chicken and egg questions, when did it become acceptable in Europe to show the boobs? Interestingly, in Brazil a country stuffed full of stunning girls, on a regular beach, the bikinis are usually tiny, but they would never go topless, even if they show just about everything in a manner just about everyone else would think 'why bother'? It's culture. Must hide the nips! (although Brazilians are a very sexual people)

In the UK, a lot of older people associate shaving pubic hair with pedophilia. (In other words, you want your partner to resemble a pre-pubescent child.) The "Brazilian" cut was originally due to the increasingly smaller bikinis.
I find the micro-bikinis much more erotic than full nudity, at least in some cases. I guess it depends on what the wearer is packing? Someone like Fabiana is a good example. I would never need to see her nude if her swimsuits were smaller. My imagination is more powerful.
